Officer Reveals Corruption at CCDOC – FBI & U.S. Attorney Where are You?

The following is an e-mail I wrote to the FBI:

Why aren’t you doing something about this including federalizing Cook County Jail and arresting their administrators? The following was copied from a commercial web site which is offered so that people can ask questions about Cook County Jail and get answers. The Sheriff staff in general refuses to answer most questions for inmates’ family members. Their web site is inadequate and they don’t answer their phones. When visiting the officers are often extremely rude and mislead rather than answer questions.

The US Atty published a 98 page report about the jail documenting aggravated battery, murder, medical neglect, etc., BY THE GUARDS against the inmates, yet you and the US Atty have arrested NO ONE and there have been NO INDICTMENTS!!  This is like investigating a gang and then telling them – “Oh Well, you murder, run prostitution and drug operations and we think you can do better. Come back to us in a couple years with a plan to correct this.”  CCDOC is no different than a gang. You are NOT doing your job.  This 98 page report is a joke without the indictments and arrests to go with it. It is worse than no investigation – because now you are aiding and abetting, actually encouraging this behavior by discovering it and doing NOTHING!!  I am disgusted.

At the jail we have a saying. If youre not disgruntle you havent worked here a year yet. Many days you wonder who likes and/or hates you more the administration or the inmates. Its a system of micromanagement promoted by who they know not what they know.

    During my time there ive seen promotions, transfers and/or days off given to those with political ties, women that used sex for what they want as well as getting supervisors food. In the mean time others are denied due to not being in those groups.

    How does a supervisor deny extending the calendar for an officer with time accrued that wants to be with a terminally ill parent out of state that did die that week but extend the calendar for 2 officers for picking up their food.

    When Dart became Sheriff we thought he would put an end to it, but instead it has took off like a wild fire. He doesnt step foot in divisions hardly ever and when he does he wont talk to us. He hides out and lets the incompentant run the cluster f**k.

    When we complain we get the speech from supervisors of how long theyve been there which doesnt matter if you dont know your job or how to supervise. We also get what they believe are bad assignments or harrassed with bogus write ups that we easily beat.

    How does time working for the chicago school district as a janitor count towards seniority and retirement while time in the millitary or on a police/fire department does not? Why are female officers wearing skin tight uniform pants?

    With divisions being mixed classifications now (min, med, max) why is it ok for a male officer to work a max male tier while female officers that wanted the job and get paid same not assigned those tiers. Is it ok for me to be hit or stabbed cuz im male?

    How many assistant directors does a jail need? Its like a clown car. Maybe if I was related to Director Kurtovich I would have gotten a plain clothes desk job in their office like Ofc Campbell right after academy.

    Why does a chief get paid $70,000 plus and a superintendent $100,000 plus in every division to do the exact same job. Why do captains n 2 lieutenants per division/shift get paid to sit in office together? No wonder cook county doesnt have money.

    There needs to be a careful evaluation and analysis of the duties of each employee, the skills needed for the job, and the number of people needed to perform each task. Then the entire administration should be rearranged to fit that model of efficiency and necessity. This is called industrial hygiene. Peraica has it right. We need to get rid of dead wood.

    Very true Linda. However even though a federal judge has ordered the sheriff dept to hire more officers to meet the illinois jail standard of 1 officer per 15 inmates and are fined for being short they do not. Yet they find more room/money for directors.

    Directors like godinez come up with ideas to move pysch/medical inmates to div 2 (originally min security) and div 10 (originally max security). Since hes been in charge changes have made no since. There is a reason his contract wasnt renewed else where

    Director Godinez is the same one that while 350 inmates had riot on div 1 rec yard with 10 officers out there wouldnt allow responding officers to go out to yard to stop fighting which turned into attacking the 10 officers out there already.

Illinois Department of Corrections Runs Sham Parole Operation – FBI Where are You?

I have now filed an Illinois Appellate Court appeal of a civil case I brought, pro se (through self-representation) in the public interest. In this case I provide evidence that the IL Parole System is a sham and tens of millions are fraudulently given to a company to provide a parolee/releasee check-in telephone number that is a skeletal operation that is essentially not operational. I asked for a court order (mandamus) to force the IDOC to make a valid contract with a private company to provide this telephone number or to make a telephone call-in system run by IDOC. If you don’t follow parolees, then the public safety is endangered from addicts, mentally ill criminals, violent and perverted felons. We should hold those accountable that run this system for profit, but don’t provide the service required by law.

If you are reading this blog, you are aware that I was wrongfully convicted of aggravated battery to a correctional officer in 2007 and sentenced to two years IDOC and one year mandatory supervised release (parole). I served the minimum of 6 months and one year parole. The facts are that I am innocent. The corrupt officer, Sgt. Anthony Salemi, attacked me in my wheelchair while I was wrongfully incarcerated, falsified his records, said I attacked him, committed perjury at trial, and the prosecuters committed extreme prosecutorial misconduct while the judge denied due process. During the parole time, I discovered that the parole system is a sham with incompetent sociopathic and undertrained parole officers who are not supervised properly. My parole officer, Victoria Dockery (alias Pork), supposedly supervised by P/A Dana Travis falsified her records and issued an arrest warrant for me that was on the books for five months and the IDOC Fugitive Apprehension Unit of the NEVER EVER attempted to capture or find me.

I was living with my father, which was the approved housing site, and was hospitalized twice during this time for a heart procedure and for a stroke-like episode, as well as appeared in civil and criminal court at the Daley Center, Criminal Crt Building, and Federal Building dozens of time. SO OBVIOUSLY THEY DIDN’T LOOK FOR ME OR EVEN INFORM ME THERE WAS A FELONY WARRANT!

I am disabled, live with my elderly disabled father, was hospitalized several times during this period for a heart procedure and stroke like symptoms. Therefore, I am NOT difficult to find. My father’s home was my IDOC approved housing site while on parole. Six days a week home health aides are with us during the day to help me bath and care for my father, do shopping/errands, and do cooking/housework. I also appeared in both federal and state court on criminal cases and on my civil cases more than 30 times and no officer even attempted to arrest me for this warrant, despite the fact I am on their “escort” list as a danger for unknown reasons (because I sue corrupt officials). Apparently the fugitive apprehension unit is a joke and exists on paper only. The Director of the parole division, Montgomery, of IDOC was informed of all this and has done nothing. Apparently he is also being paid fraudulently for doing nothing.

The Dir. of IDOC also admitted to me in writing that the IDOC contracts with a private agency to maintain a parolee check-in telephone number but they don’t have a contract. The comptroller has confirmed this agency, U.S. Telefactors, President Andrew Knee of Creek Road in Plano, assumed name is Protocol Services, Inc., Don Worsworthy of Sarasota FL president, has been paid by the state of IL $6 million per year for the past six years. It is illegal in Illinois to give this much money to a contractor without competitive bidding and a contract. Therefore the Dir. of the IDOC is admitting fraud and corruption. As I won a failure to follow FOIA suit against IDOC, the court ordered IDOC to provide me a copy of this contract. After months I finally received the contract for U.S. Telefactors with IDOC to man the parolee call in number.  The IL Comptroller records state that U.S. Telefactors has not been paid anything, but states that “Protocol Services, Inc.” (President DonWorsworthy, Sarasota Florida), has been  paid $6 million per year. These corporations are owned by people in Illinois as subsidiaries of companies in Florida, as subsidiaries of companies in Delaware, as subsidiaries of foreign corporations. Deleware is known as a state where a business can incorporate and most easily hide the real ownership in off shore corporations.  The FBI should really look carefully at the real ownership of these corporations and where the money is really going. It clearly is not being used sufficiently to pay for the contracted services.

The IL Attorney Gen. Madigan is defending these acts of violations of law. This is outrageous. She should recuse herself from this case, work with the US Attorney, and recommend that corrupt officials be indicted. The lack of a functional parole system in Illinois not only wastes money through fraud, but is a danger to the public.

The acting Dir. of the IL State Police, Mr. Johnathon E. Monken is refusing to investigate these crimes. He therefore, should NOT be confirmed in his position by the Illinois Senate. I have reported all of this to the FBI, but they have not done anything yet. They are slow as molasses.

 I sent Mr. Birkett and he said nothing. As he has now withdrawn as a candidate, I ask other candidates: What are you going to do about this corruption?

FBI Ignores Abuse of Inmates at Cook County Jail with Drugs

Jerry Brown, the Attorney General of California has indicted a doctor, a nurse, and a pharmacist for elder abuse and assault with a deadly weapon for forcing high doses of psychotropic medications on Alzeimer’s and other patients to shut them up and keep them in a zombie like state. Three patients died due to results of these wrongful acts.

In Illinois it is illegal to involuntarily force psychotropic drugs like Haldol, Zyprexa, Ativan and even Benedryl by injection on patients unless they are an immediate danger to their own life or someone else’s life and then a court order must be obtained to continue the medication involuntarily. Also Haldol has very unpleasant side affects in a large proportion of patients including akisthesia (an inability to stay still – the person has to get up from bed and from sitting down – so the guards will think they are uncooperative and will assault the person even more), dystonia (muscle spasms, involuntary movements, tongue handing out, inability to control muscles of speech so slurred or difficult speech, if it happens with muscles of larynx the person will spasm down the airway and suffocate).

Cook CountyDept. of Corrections (Cook County Jail or CCDOC) officers constantly request nurses to give such medication to shut up complaints by inmates, to quiet them even though they are not harming anyone and are locked in their cells, and in retaliation for disagreements with the officers. Nurses call doctors on the phone and ask for prescriptions and the doctors illegally prescribe the medication without examining the patients. Even if they examine the patients, doctors at CCDOC Cermak Infirmary under the direction of the Director of Psychiatry, Dr. David Carrington, continue to violate ethical standards and the law with such prescriptions when they are not needed and when there has not been adequate evaluations or diagnoses that require such medication. Even if the medications may be indicated, they cannot be given involuntarily except under strict guidelines. Haldol is a dangerous drug that should not be used like a pair of handcuffs and the person must be carefully monitored. It is a drug of last resort, not a weapon of restraint. Anyone using it as a restraint tool should be arrested.

I complained to the Illinois Guardianship and Advocacy Commissions Human Rights Authority Branch that by law must investigate complaints of violations of the Illinois Mental Health and Developmental Disabilities Code. They sustained my complaint that psychotropic drugs were being given illegally to inmates to shut them up. After the HRA warned Dr. Carrington that this illegal practice must stop, Dr. Carrington and his staff with assistance of the officers are continuing to violate the law. Each act of forcing psychotropic drugs on an inmate/patient without proper diagnosis and without documentation that they are a danger to their own life or the life of others is a class A misdemeanor.

A second investigation concerning the illegal involuntary drugging of Mr. More is occurring right now.

Dr. Carrington should be disciplined, his license revoked, the nurse’s involved licenses revoked, and the officers retrained to understand the law and how to properly help in the mental health care of mentally ill persons without assaulting them.

If this was California, Dr. Carrington would be charged with abuse of patients and assault with a deadly weapon and face up to 11 years in prison. Why is State’s Attorney Anita Alvarez doing nothing? Why is the United States Attorney who came to the same conclusion about this medical battery and malpractice doing nothing? We need a public outcry, legislative hearings, and indictments and action by the Illinois Department of Professional Responsibility.

This barbaric medical battery and abuse must stop! Injection of these drugs into asthmatics or others without careful review of their medical records and careful diagnosis is malpractice, assault with a deadly weapon, and medical battery. It may cause death in certain persons (fatal laryngospasm in asthmatics) and permanent brain injury. Haldol has now been documented to cause brain atrophy in long term use and has a half life of 8 days in the brain – and leads to serious complications in at least half of people it is given to.
