Illinois Department of Corrections Runs Sham Parole Operation – FBI Where are You?


 

If you are reading this blog you may be aware that I was wrongfully convicted and on parole in 2008-2009. During the parole time, I discovered that the parole system is a sham with incompetent sociopathic and undertrained parole officers who are not supervised properly. My parole officer, Victoria Dockery (alias Pork), supposedly supervised by P/A Dana Travis falsified her records and issued an arrest warrant for me that was on the books for five months and the IDOC Fugitive Apprehension Unit of the NEVER EVER attempted to capture or find me.  For details of the fraud and corruption read here.

If you are reading this blog, you are aware that I was wrongfully convicted of aggravated battery to a correctional officer in 2007 and sentenced to two years IDOC and one year mandatory supervised release (parole). I served the minimum of 6 months and one year parole. The facts are that I am innocent. The corrupt officer, Sgt. Anthony Salemi, attacked me in my wheelchair while I was wrongfully incarcerated for contempt of court for telling Judge Pantle she was violating the law (my case caused her to be removed from criminal court and placed in Chancery court – she is ignorant and a real bad judge), falsified his records, said I attacked him, committed perjury at trial, and the prosecuters committed extreme prosecutorial misconduct while the judge denied due process. I was living with my father, which was the approved housing site, and was hospitalized twice during this time for a heart procedure and for a stroke-like episode, as well as appeared in civil and criminal court at the Daley Center, Criminal Crt Building, and Federal Building dozens of time. SO OBVIOUSLY THEY DIDN’T LOOK FOR ME OR EVEN INFORM ME THERE WAS A FELONY WARRANT!

I am disabled, live with my elderly disabled father, was hospitalized several times during this period for a heart procedure and stroke like symptoms. Therefore, I am NOT difficult to find. My father’s home was my IDOC approved housing site while on parole. Six days a week home health aides are with us during the day to help me bath and care for my father, do shopping/errands, and do cooking/housework. I also appeared in both federal and state court on criminal cases and on my civil cases more than 30 times and no officer even attempted to arrest me for this warrant, despite the fact I am on their “escort” list as a danger for unknown reasons (because I sue corrupt officials). Apparently the fugitive apprehension unit is a joke and exists on paper only. The Director of the parole division, Montgomery, of IDOC was informed of all this and has done nothing. Apparently he is also being paid fraudulently for doing nothing.

The Dir. of IDOC also admitted to me in writing that the IDOC contracts with a private agency to maintain a parolee check-in telephone number but they don’t have a contract. The comptroller has confirmed this agency, U.S. Telefactors, President Andrew Knee of Creek Road in Plano, assumed name is Protocol Services, Inc., Don Worsworthy of Sarasota FL president, has been paid by the state of IL $6 million per year for the past six years. It is illegal in Illinois to give this much money to a contractor without competitive bidding and a contract. Therefore the Dir. of the IDOC is admitting fraud and corruption. As I won a failure to follow FOIA suit against IDOC, the court ordered IDOC to provide me a copy of this contract. After months I finally received the contract for U.S. Telefactors with IDOC to man the parolee call in number.  The IL Comptroller records state that U.S. Telefactors has not been paid anything, but states that “Protocol Services, Inc.” (President DonWorsworthy, Sarasota Florida), has been  paid $6 million per year. These corporations are owned by people in Illinois as subsidiaries of companies in Florida, as subsidiaries of companies in Delaware, as subsidiaries of foreign corporations. Deleware is known as a state where a business can incorporate and most easily hide the real ownership in off shore corporations.  The FBI should really look carefully at the real ownership of these corporations and where the money is really going. It clearly is not being used sufficiently to pay for the contracted services.

The IL Attorney Gen. Madigan is defending these acts of violations of law. This is outrageous. She should recuse herself from this case, work with the US Attorney, and recommend that corrupt officials be indicted. The lack of a functional parole system in Illinois not only wastes money through fraud, but is a danger to the public.

The acting Dir. of the IL State Police, Mr. Johnathon E. Monken is refusing to investigate these crimes. He therefore, should NOT be confirmed in his position by the Illinois Senate. I have reported all of this to the FBI, but they have not done anything yet. They are slow as molasses.

I sent Mr. Birkett and he said nothing. As he has now withdrawn as a candidate, I ask other candidates: What are you going to do about this corruption?

Parole Agents Dana Travis and Victoria Pork (Dockery) are still at large and employed by the IDOC. Mr. Monken – Where are You?  Special Agent Robert Grant – Where are you? AG Eric Holder – Where are you?

I have now filed an Illinois Appellate Court appeal of a civil case I brought, pro se (through self-representation) in the public interest. In this case I provide evidence that the IL Parole System is a sham and tens of millions are fraudulently given to a company to provide a parolee/releasee check-in telephone number that is a skeletal operation that is essentially not operational. As of 2008 it was run by U.S. Telefactors, with Andrew Knee as President, and where  Protocol is alleged parent corporation. The corporation was owned by a company in Illinois, susidiary of company in Florida, which was a subsidiary of company in Delaware, which is state which hides corporation ownership and is used by those who want to hide names of owners and shield profits from taxes by having corporation owned by off-shore corporation.

I asked for a court order (mandamus) to force the IDOC to make a valid contract with a private company to provide this telephone number or to make a telephone call-in system run by IDOC. If you don’t follow parolees, then the public safety is endangered from addicts, mentally ill criminals, violent and perverted felons. We should hold those accountable that run this system for profit, but don’t provide the service required by law. However, I was  blocked in my investigations and retaliated with false arrests to shut me up.

    Hi I understand where u are coming from I had to spend 3 nights and 2 days back in dwight cc because my house arrest equipment malfunctioned.. idoc had me awol for 15 days which was a bunch of crap… I had 2 visits from my agent within those 15 days had been working and going to school.. when apprehension came to my house I was home.. sitting in dwight I could’ve lost everything 2 jobs ,school and my apt.. I’m also looking for someone who can help me with a case against the people who falsly accused me..

  3. i think your going about this the wronge way.there is no parole in illinois.its now mandatory supervised release.i belive this is a new way to prolong a persons prison term.take my case i receiver a sentense of 14 years @85%.i did 11 years 10 mounths with 2 years msr.which comes out to 13 years 10 mounths.this is like 99%.i think they should go back to indertimenite sentencing so parole is within your sentence not added on to it.also my crime was a class 2 felony the law in my case.went to far a class 2 felony sentense isa maxium 7 years but because alcohol was involved they doubled it to 14 years and added 85%the lawmakers need to stop letting special interest groups dictate the law and if they do they should make all sentences equal so if alcohol is involved in any crime ot should carry the some consaquense and not be an excuse for a lighter sentense as it is in all cases except reckless homiside.which without alcohol.is a class 3 felony and carries a maxium of 5 years@day for day credit.why is it less of a crime to kill or injurea person.while driveing recklessly texting putting on makeup haveing sex reading the outcome is the same as sould be the sentence.

    Your site has been informative. However it has been my experience with the Illinois criminal system they seem to allow criminals to play the system and do not rightfully hold those accountable for their choices. I would agree from what I have seen as an outsider from the parole system, it is corrupt and does endanger the average citizen, more importantly the criminals family or those closest to them. (Like their innocent children). Not only are they not learning from their mistakes these criminals are learner the ins and outs of how to play the system to the point one particular person I know seems to win against attorneys who have spent countless time and money on education of the law system. I have never seen one person be able to get away with so much. A great many of her violent cases have been Noelle prosequie. She has filed more emergency protection orders and has had them filed against her than anyone I know. So either she really has a bad taste in peoples or she is the problem. Currently she is facing her fourth criminal felony case, one she was charged with while she was out on bond from another pending felony case for theft case. Her arrest for this was 2/20/2015 in Lake Forest. This made google via patch media. This case is still ongoing. On 10/25/2015 she was arrested for felony forgery, that’s right she was out on bond and committed another crime against some poor innocent soul. She has repeatedly boasted how she is only going to face parole for this and no prison time on both charges, even though the states minimum requirement for her felony crime on 2/20/15 with out priors is 1-3 years and that doesn’t include the forgery crime.
    IN the past she was found guilt of felony theft of retail two separated times. For this she severed a total of 162 days with 2 years parole. She was also sentenced to impatient treatment for her heroine addiction problem. No surprise here but she fled custody from this treatment center and did she go to prison then, nope.
    No wonder why criminals perform crimes in Illinois. It seems to be the place for criminals to live.
    Upon conversation with one of the prosecutors for a misdemeanor committed by the same person (years earlier), she attacked her ailing grandmother, We were specifically told the only way you get hard time and prison in and around Chicago is if you are found guilty of murder.

      The court system is a sham. Activists and whistleblowers get slammed with unlawful convictions and excessive sentences. Innocents are convicted of murder and real criminals who know how to play the system get away with their crimes. It will continue until the real crooks – politicians and officers, as well as corrupt judges and attorneys are thrown out of office and arrested.
